CONSTITUTION AND BY-LAWS
A legendary high school and collegiate official in the
state of Kentucky, Billy T attended every
Final Four from 1978 to 2019. For 15 years, Haynes officiated games at the NCAA
Division I level. Billy T was elected as an Honorary Member to the
Henderson County Sports Hall of Fame and is a
member of the Kentucky High School Athletic
Association Hall of Fame as an official. Billy T recently completed
his sixtieth year of officiating.
